1 About the programme
About the Open Call
Innovation Vouchers 2020 was a simple and accessible financial instrument enabling micro, small and medium-sized enterprises, startups and innovative individuals to access the expertise of research and knowledge organisations. The programme aimed to bridge the gap between the business sector and academia by funding short-term collaboration projects.
Grant Amount
From EUR 5,000 to EUR 15,000 per voucher, covering up to 100% of eligible service costs.
Eligible Activities
- Research and analysis services from accredited institutions
- Technical testing and certification
- Technology transfer and knowledge exchange
- Feasibility studies for new products or technologies
2 Eligible applicants
Micro, small and medium-sized enterprises, startup companies and innovative individuals registered in Montenegro. Applicants must not have received Innovation Fund support in the previous 12 months for the same type of activity.

4 How to apply
Applications were submitted online through the Innovation Fund portal. Each applicant was required to identify an eligible service provider from the official list and attach a preliminary agreement or letter of intent from the selected provider along with the completed application form.
5 Questions & Answers
Innovation Vouchers are a simple financial incentive that allows micro, small and medium-sized enterprises to use the services of research and knowledge organizations to increase the innovation level of their products and services, and become more competitive in the market.
Eligible service providers include accredited higher education institutions, public scientific research institutions, and other research and knowledge organizations that are registered in Montenegro and appear on the official list of eligible providers published by the Innovation Fund.
The implementation period for Innovation Voucher projects is up to 6 months from the date of signing the grant agreement. Extensions may be granted in exceptional circumstances upon written request.
