1 About the programme
About the Open Call
The MSME Innovation Programme 2023 was the second iteration of the Fund's flagship support instrument for micro, small and medium-sized enterprises. It offered co-financing for research and development activities leading to new or significantly improved products, services and production processes with clear market potential.
Grant Amount
From EUR 50,000 to EUR 180,000 per project, covering up to 70% of total eligible costs.

2 Eligible applicants
Micro, small and medium-sized enterprises registered and actively operating in Montenegro. Applicants must have been in operation for at least 12 months, have filed financial statements for the previous year, and must not be subject to bankruptcy or liquidation proceedings.

4 How to apply
Applications were submitted through the online portal at fondzainovacije.me. The full application package included the application form, a detailed project plan, financial statements for the past two years, CV of key project personnel and all required annexes as listed in the programme guidelines.
5 Questions & Answers
The MSME Innovation programme supports micro, small and medium-sized enterprises in developing new or significantly improved products, processes or services. The programme provides co-financing for R&D activities, prototype development and market validation.
The Innovation Fund co-finances up to 70% of eligible project costs. The remaining 30% must be covered by the applicant from own or other non-public sources. The minimum grant is EUR 50,000 and the maximum is EUR 200,000.
Projects under the MSME Innovation programme can last up to 18 months from the signing of the grant agreement. In justified cases, the project duration may be extended by up to 6 additional months upon written request.
Applicants must have been registered and operating for at least 12 months before the application deadline and must have generated revenue in at least one of the previous two business years. Detailed financial eligibility criteria are specified in each public call.
