1 About the programme

About the Open Call

The Public Services Innovation Programme (GovTech) supports the development of innovative digital and technology-based solutions that improve the delivery of public services in Montenegro. The programme operates in two phases: in Phase I, public institutions submitted real challenges they face; in Phase II — this open call — companies and startups compete to develop the best solutions for those challenges.

The programme aims to modernise public administration, reduce bureaucratic burden on citizens and businesses, and build a vibrant GovTech ecosystem in Montenegro by connecting the startup and technology community with public sector needs.

Grant Amount

Up to EUR 200,000 per project. The exact amount depends on the complexity and scope of the proposed solution.

Implementation Timeline

Up to 12 months from the date of signing the grant agreement.

2 Eligible applicants

Startups, micro, small and medium-sized enterprises registered in Montenegro. Applicants must propose a concrete solution to one of the published GovTech challenges. Consortia of companies and research organisations are also welcome. Applicants must demonstrate technical capacity to deliver the proposed solution within the project timeline and budget.

4 How to apply

Applications are submitted through the online portal at fondzainovacije.me. Applicants must select one published government challenge, submit a technical solution proposal with a development roadmap, a project budget breakdown and team CVs. Shortlisted applicants will be invited to a pitch session before the final selection committee. The application deadline is 13 March 2026.

The GovTech programme supports the development of innovative technology solutions that improve public services in Montenegro. Public institutions submit challenges they face, and companies and startups compete to develop the best digital or tech-based solutions for those challenges.

Any public institution operating in Montenegro — including ministries, public agencies, municipalities, and public enterprises — may submit a challenge in Phase I of the GovTech programme.

The maximum grant amount per project under the GovTech programme is EUR 200,000. The exact amount depends on the scope and complexity of the proposed solution.
