1 About the programme
About the Open Call
The GovTech Innovation Challenge 2026 invites technology companies and startups to develop digital solutions that address real challenges faced by public institutions in Montenegro. Phase I of the programme collected challenge statements from public bodies; Phase II — this open call — supports the development of the best solutions identified.
Grant Amount
From EUR 30,000 to EUR 100,000 per project.

2 Eligible applicants
Startups, micro, small and medium-sized enterprises registered in Montenegro. Applicants must propose a solution addressing one of the published government challenges. Joint applications by consortia of companies and research organisations are also encouraged.

4 How to apply
Applications are submitted through the online portal at fondzainovacije.me. Applicants must select one published government challenge, complete the application form, submit a technical solution proposal, include a development roadmap with milestones, and provide a budget breakdown. Shortlisted applicants will be invited to a pitch session before the final selection.
5 Questions & Answers
The GovTech programme supports the development of innovative technology solutions that improve public services in Montenegro. Public institutions submit challenges they face, and companies and startups compete to develop the best digital or tech-based solutions for those challenges.
Any public institution operating in Montenegro — including ministries, public agencies, municipalities, and public enterprises — may submit a challenge in Phase I of the GovTech programme.
The maximum grant amount per project under the GovTech programme is EUR 200,000. The exact amount depends on the scope and complexity of the proposed solution.
