1 About the programme
About the Open Call
Innovation Vouchers are a simple and accessible financial instrument enabling micro, small and medium-sized enterprises, startups and innovative individuals to access the expertise of accredited research and knowledge organisations. The aim is to stimulate short-term collaboration between the private sector and academia, helping businesses improve their products, services or processes through knowledge and technology transfer.
The programme operates on a rolling basis — applications are accepted continuously until the available funds are exhausted or the call deadline is reached. This makes it one of the most flexible support instruments offered by the Innovation Fund.
Grant Amount
From EUR 2,000 to EUR 10,000 per voucher, covering up to 100% of the cost of the selected research service.

2 Eligible applicants
Micro, small and medium-sized enterprises, startup companies and innovative individuals registered in Montenegro. The selected service provider must appear on the Innovation Fund's official list of eligible research and knowledge organisations. Applicants who have received a voucher in the previous 12 months for the same type of service are not eligible to apply again.

4 How to apply
Applications are submitted through the online portal at fondzainovacije.me and are accepted on a rolling basis from 23 April 2025 until funds are exhausted or 1 December 2025, whichever comes first. Applicants must identify an eligible service provider, agree on the scope of work, and attach a preliminary agreement or letter of intent from the provider along with the completed application form.

Innovation Vouchers are a simple financial incentive that allows micro, small and medium-sized enterprises to use the services of research and knowledge organizations to increase the innovation level of their products and services, and become more competitive in the market.
Eligible service providers include accredited higher education institutions, public scientific research institutions, and other research and knowledge organizations that are registered in Montenegro and appear on the official list of eligible providers published by the Innovation Fund.
The implementation period for Innovation Voucher projects is up to 6 months from the date of signing the grant agreement. Extensions may be granted in exceptional circumstances upon written request.
